A surveyors reflector

Notice in this second photo from a different location the image is still centered exactly on the iphone lens. This effect also occurs with the human eye such that you can close one eye, look at the reflector, walk around and the vertex of the 3 lines stays oriented directly in the center of the image of your iris.
